Low water pressure and poor flow are two different problems that get talked about as one. Pressure, measured in bar, is the force pushing water through the pipe. Flow, measured in litres per minute, is how much water actually arrives at the tap or shower once it has travelled through the meter, the supply pipe, any fittings and the plumbing inside the house. A property can show reasonable pressure on a gauge and still deliver poor flow, because a narrow or restricted pipe throttles the volume regardless of the pressure behind it.

That distinction matters because the two problems are fixed differently. A pressure problem sometimes needs nothing more than an accumulator vessel to smooth out demand peaks. A flow problem caused by an undersized or shared supply pipe usually needs a break tank and booster pump set, because you cannot pump your way out of a pipe that physically cannot carry more water. Fitting the wrong solution wastes money and, in some cases, is not legal under the Water Supply (Water Fittings) Regulations.

Pumping a supply that cannot deliver more

A booster pump increases pressure downstream of itself, but it cannot create flow that the incoming pipe is not carrying. On an undersized or shared 15mm supply, a pump just draws it down faster and can leave neighbours short.

Breaching Water Regulations

Pressure, flow and how each solutionactually works

Boosting water pressure covers several genuinely different pieces of equipment, each suited to a different cause. Getting the diagnosis right matters more than the equipment itself.

Pressure versus flow — why both are measured

Pressure is the force behind the water; flow is the volume that arrives per minute. A property can have adequate pressure on a gauge and still deliver a weak shower if the pipe carrying that pressurised water is narrow, restricted, scaled internally or shared with neighbouring properties. Conversely, strong flow with low pressure is rare but not impossible on some gravity-fed arrangements.

Because the two are independent, we test both — static pressure with nothing running, and flow rate at an outlet with other outlets closed and then open. Reporting only a pressure figure without a flow test tells you half the story, and it is the half that matters least to how a shower actually feels.

Why a combi boiler underperforms on poor flow

A combi boiler heats water on demand as it passes through a heat exchanger, and its output is governed by how much water arrives at its inlet in the first place. If the incoming mains flow is restricted, the boiler simply has less water to heat, regardless of its rated output. This is the single most common reason a correctly installed combi boiler is blamed for weak flow when the actual cause sits upstream in the supply pipe.

Testing incoming flow before specifying a boiler avoids this entirely. Where flow is genuinely limited, a system boiler with an unvented cylinder, fed via a break tank and booster set where needed, is often a better match than a combi regardless of how the combi is rated.

Accumulator vessels

An accumulator is a pressurised vessel that stores water under mains pressure and releases it during peak demand, smoothing out the drop that happens when several outlets are used briefly at once. It suits properties where pressure is adequate on average but dips noticeably under short bursts of demand — filling a bath while someone showers, for example.

An accumulator does not increase the total volume the supply can deliver over time; it redistributes demand. Where the underlying supply genuinely cannot carry enough flow for the household, an accumulator on its own will not solve it.

Break tanks and booster pump sets

Where flow is limited by the supply pipe itself, or where boosting demand would exceed what can legally be drawn directly from the main, water is stored in a break tank (a cold water storage cistern) and then pumped from that tank using a booster pump set. Because the pump draws from stored water rather than directly from the mains, it is not constrained by the 12 litre per minute direct-draw limit and can supply the whole property confidently.

This is the standard route for flats and converted properties on a long or shared riser, and for larger households with genuine multi-bathroom simultaneous demand that a straightforward mains boost cannot legally or practically satisfy.

Unvented cylinder options

An unvented hot water cylinder stores hot water at mains pressure (or boosted pressure from a break tank set) and delivers strong flow to multiple outlets simultaneously, without the header tank and gravity feed a traditional vented cylinder relies on. Sized correctly against the measured supply, it is a good match for multi-bathroom demand.

Sizing an unvented cylinder against a shower's rated demand rather than the tested incoming supply is a common error — the cylinder can only deliver what its feed provides, so the same measurement work applies here as to any other boosting solution.

Old lead and 15mm supply pipes, and shared supplies

Many older Manchester and Trafford properties still have a 15mm supply pipe from the boundary, sized for the demand of decades ago, or in some older streets a lead communication pipe that restricts flow further and raises separate water quality considerations. Flats and converted houses frequently share a single riser between several properties, which means one household's demand affects another's.

Where the restriction sits in this section of pipe, no amount of internal pumping equipment resolves it — the pipe itself needs upsizing, which may involve United Utilities depending on where the restriction sits relative to the boundary. This is identified during the supply trace, before any equipment is specified.

Water Regulations and the 12 litre per minute limit

The Water Supply (Water Fittings) Regulations 1999 restrict how much water can be drawn directly from the mains by a pump or similar device — generally no more than 12 litres per minute without prior written consent from the water undertaker, and even then only in specific circumstances. This exists to protect supply and pressure for neighbouring properties on the same main.

In practice, this is why a straightforward pump bolted onto an incoming supply to 'boost the shower' is often not compliant. A break tank arrangement, which stores water before pumping it, sidesteps the direct-draw restriction because the pump is no longer drawing from the main itself. Any boosting work we carry out is designed to stay within these regulations.

Pump noise and siting

Booster pumps run whenever demand calls for them, and vibration transmitted through pipework or a wall into a bedroom or living room is a genuine complaint if siting is not considered. Anti-vibration mounts, flexible connections and a sensible choice of location — a garage, utility room or plant cupboard rather than a shared wall with a bedroom — reduce this considerably.

Where space is limited, particularly in flats, this is factored into the specification before equipment is chosen, not worked around afterwards.

Commissioning and pressure testing

Once fitted, any boosting equipment is commissioned according to its manufacturer's instructions, run under simulated multi-outlet demand, and the resulting pressure and flow checked against what was measured beforehand and what was specified.
